No Child Left Behind
In January of 2002,
the No Child Left Behind Act of 2001 (NCLB) became
law. This federal education reform is intended to provide accountability for
student learning in both elementary and secondary schools. Each state must
measure every public school student's progress in reading and math in each
grade 3 through 8, and at least once during grades 10-12. Science assessments
will be required by school year 2007-08. In Indiana, the ISTEP test program
fulfills the math and reading test requirement. There are other requirements
which involve the participation rate, graduation rate, and another indicator,
which in the State of Indiana,
was determined to be the attendance rate.
NCLB requires a school report card. The Indiana Department of Education's web site provide both a NCLB report card and a "at a glance" graphic to gauge ANNUAL YEARLY PROGRESS (AYP).
NCLB requires reporting student results by the school as a whole, by subgroups by race, by free or paid lunch designation,
by special ed, and by Limited English. If any subgroup does not meet AYP, then the entire school does not make AYP.
When a school or a district do not make AYP, NCLB has certain levels of sanctions
for Title I Schools, which begin by offering families school choices while
the school develops and implements a plan to make AYP, to restructuring, which
could
mean replacing school staff, contracting with a public management team to
operate the school,
or reopening as a charter school. The levels are listed at the end of this
section.
Non-Title I Schools should analyze the data and develop or revise
plans to increase student achievement, but NCLB does not mandate any sanctions.
