In State Fiscal Year 2005, expenditures on Hoosier Healthwise Children age 0-20 was $12,775,027, with 82.3 percent of this spent on children 0-18.
Hoosier Healthwise is Indiana’s health insurance program for Indiana children, pregnant women, and low-income families. It consists of the federal-state funded programs of Medicaid and CHIP (see below) and is administered by the State to provide reimbursement for reasonable and necessary medical care for persons meeting both medical and financial eligibility requirements.

Health care is provided at little or no cost to Indiana families enrolled in the program. The program began in 1994, and in 2002, managed care was phased in. The enrolled member chooses a doctor to get regular checkups and health care for illnesses. Other health needs such as prescriptions, dental care, vision care, family planning services, and mental health services are also available as part of the Hoosier Healthwise program.

There are four benefit packages in Hoosier Healthwise: Package A is full coverage for children, low-income families, some pregnant women, and some breast and cervical cancer patients. Package A eligibility is based upon income below poverty level for most coverage. Package B is for pregnancy related services, Package C is the State Children’s Health Insurance Program (CHIP or Title XXI) which is the national health care for children whose families earn over the poverty limit (families can earn up to twice the poverty level and still qualify for CHIP). CHIP participants pay a premium and co-pay payment, which is not the case for participants in the “A” program. Children enrolled in Package C may be eligible for additional health coverage from First Steps (a program for infants and toddlers who are developmentally vulnerable-see First Steps Chapter in this section), or from the Children’s Special Health Care Services for children who have a severe, chronic medical condition. There is also a “D” program for emergency services only.
