Definitions, Sources and Caveats:
First Steps is an early intervention system administered by the Indiana Family and Social Services Administration for infants and toddlers up to age 3 who are at risk of developmental delays. This could be a developmental delay in speech or movement, or for those at risk due to a diagnosed condition or having a biological risk factor. The First Steps Program brings together professionals and families from education, health, and social service agencies to ensure that families will have the necessary services and support systems to raise healthy children. Participation is voluntary.
