The Personal Responsibility and Work Opportunity Reconciliation Act consolidated the major federal child care assistance programs into a single block grant to states--The Child Care Development Fund (CCDF). The CCDF funds are divided into 3 components: mandatory funds, matching funds, and discretionary funds. Each state receives a share of the mandatory funds with no matching requirement, and the matching funds are based on the proportion of the state’s children and the state’s match, and discretionary funds are based on the proportion of children under 5 years of age, the number receiving free or reduced lunches, and the state’s average Per Capita Income 1. State funds account for approximately 20 percent of the Child Care Development Fund budget in Indiana.
CCDF’s purpose is to provide for the care and supervision of eligible children from low-income families whose parents are working or in education on training program (TANF).

Families who are eligible for CCDF funds pay a reduced amount which is based on the size of the family, the income level, and the number of years they are in the program. For example, a family of three who made $15,876 annually would pay approximately $15 per week in year one and this would rise to $21 over the next two years assuming income stayed the same.
HEADSTART
Children are eligible to participate in Head Start if they are from low-income families. ( Family Income Guidelines). There are 9 Head Start programs in Allen County, for more information visit the CANI Head Start page.
PRE-K PROGRAMS
Indiana has no state-wide pre-kindergarten(at this time!). FWCS has a limited number of spaces available for its Preschool program at Bunche Elementary for 3 year olds, and other programs are available for their preschool program for 4 year olds. Lottery determines the assignments. In NACS and SACS, there is preschool program available for those with special needs. EACS has a half-day program available at 2 sites.
