The Indiana Family Protection/Preservation Bureau, through the local county offices administered by The Family and Social Services Administration, serves all children in the state at risk of abuse or neglect. Child abuse can be physical or sexual abuse, and is reported as either substantiated or unsubstantiated. A case is considered substantiated if the balance of evidence indicates that the abuse or neglect has occurred. An unsubstantiated case has sufficient evidence to conclude that the child had not been maltreated. Even though a case may be labeled unsubstantiated, this is not the same as a “false report” since studies have shown that many of these individuals have need of protective services in the future and that preventative services should be available to both unsubstantiated and substantiated cases.

Definitions, Sources and Caveats:
In Indiana, abuse and/or neglect occurs when a child who has not yet attained the age of 18 experiences a condition in which the child's physical or mental health is seriously impaired or seriously endangered as a result of 1.) the inability, refusal or neglect of the child's parent, guardian, or custodian to supply the child with necessary food, clothing, shelter, medical care, education, or supervision. 2) endangerment due to injury by the act of omission, specifically dealing with drugs or controlled substances on the property where a child resides. 3) the child is a victim of a sexual offense, including pornography, indecent exposure. 4) the child is allowed to participate in the performance of a sexual act. 5)the child is allowed to commit indecent acts or prostitution.
Note: State Fiscal Year runs from July 1 to June 30, i.e. "SFY 2004" would indicate the year ending June 30, 2004. Releases are expected in summer , i.e. approximately 14 months after the end of the fiscal year.
