The Indiana Adoption Program is a statewide effort to create permanence for children who are wards of the Indiana Department of Child Services, Family and Social Services Administration. The data above reflects adoption statistics from their programs, not from any private placement adoptions. FSSA reports that many of the children in the state system are considered special needs children-children over the age of two, part of a sibling group, or with a mental, physical, and/or emotional challenge.
